Does the card determine randomness by picking a stack at random or by picking a player at random?

Good quanta generation tends to be quick and reliable.
I wouldn't mind making this a permanent and making it costs 1 or 0. Good quanta generation tends to be quick, and 2 entropy doesn't feel quick enough for me. The 1 HP on a creature isn't too reliable either.

Each stack has an equal chance of being picked, regardless of how many stacks each player owns.

I'd rather have it be a creature, so it has synergy with cards like Adrenaline, Mitosis, and Fractal. Also, I want it to be balanced with respect to these combos, as it's difficult to make a single card, alone, better than a pillar in terms of quanta generation without it becoming OP.

This is actually a really cool card! Maybe not totally necessary (as entropy already has lycan and Micro Abomination for small creatures) but definitely fun.

I would assume each stack has an equal chance. So with 4 stacks on the field, each one has a 25% chance. With 5 stacks, each one has 20%. With 6, 16%. Is this right? Also, does this target both pillars and pends (and their upped counterparts)? And how does this work with protected stacks? (I'd say they shouldn't get any chances)

It's another reason to split your quanta into pillars and pends in a mono. Especially in the age of quanta control and PC, this card could also be powerful and effective.

I think there should be a connection to :earth somehow. It is creating pillars and manipulating pillars, pendulums, and permanents in general seems to be an :earth thing...

Would it be okay to have it increase output by spending :earth or something like that?
E.g. maybe: "Each turn, add 1 pillar to a random stack.
:earth : Add 1 pillar to an additional stack this turn."

Or something else would work, I just think that it would be good to have some kind of connection from a thematic point of view.

Mechanics wise I love the idea just as it is though. I think it would make a nice addition.

I think the mechanic already has enough synergy with Earth with Earthquake and Protect Artifact (perhaps proving your point that pillar manipulation is largely Earth's domain), so I'm not too keen on making the mechanic too powerful when paired with just Earth. Perhaps I could give it one of Earth's secondary skills, such as burrow, but again with most of the skills that would create a big power gap between the Quanta Imp that has access to Earth quanta and the Quanta Imp that does not. Finally, where Earth has Earthquake, Water has Nymph Tears, so perhaps pillar manipulation can be thematically present in mono-Entropy.
