I must say that both ideas in the poll seem good to me, so I voted for lower the cost. Why? Because I realised that this+catapult is awesome (not OP), so it doesn't need any more stuff.
Even though, making it target the player allows some other good stuff, but I think it should be changed of element, for synergies sake (plague and this are in the same element, and meh, doesn't buff duos). Maybe light/water/gravity can fit this too.

Ok. Even if it doesn't target the player, it should, at the very least be able to take poison away from the player, and effect only one side.

effecting only one side would mean that either you cant get rid of poison on your side while affecting the opponent or you can use it to just clear all poison off your side of the field. meh maybe, i'll edit poll

Also, the problem about dumping all the poison onto one person doesn't go away if you don't let it target players.
You would just dump it all on a voodoo doll.

If you had a second one of these, and another voodoo doll, the next turn, you could put all the poison to the other, and double the poison.

Not thought about that 
That can be too much, maybe if it can affect only one side that can be solved. I mean, "target creature takes all the poison from its side of the field" sounds OK (vodoo will still be a problem, but you won't be able to plague your side, so it will be balanced).
Also, removing all your poison can't be free. If it can take off all your poison counters (player I mean) it would need some nerf in the cost.
