and the unupped card is useful when....hmm, it's like never useful. Also, if the opp has 50 quanta of 1 type you're most likely either winnning either losing already.

I'm not sure how balanced this is... I'm split. It doesn't take away all quanta, and it's pretty situational, but against AI5/6 it would be really powerful since those decks often go over 50 quanta quickly... it would make rainbow/chaos lord much easier... and it pretty much stops spell killing decks completely; although so do some shields... and even if it is balanced, I'm not sure how useful it would be overall.

Aimed at quanta-building decks like Bolt rush. I can lower it if it's too high

I love makine quanta building decks ^^ and I can say they already have a powerful counter... rush decks.
This just seems to me another way rainbow decks can be stronger in comparison to mono or duo decks.

I like the idea and direction, I don't like the effect as written.

How about:

Basic - If an Opponents highest quanta stack is more than any other one type the difference in Quanta is scattered amongst all quanta types. *takes effect during their attack step.*

Upgraded - If an Opponents highest quanta stack is more than any other one type the difference in Quanta is scattered amongst both players and all quanta types. *takes effect during their attack step.*

Change the card element to one of Gravity, Entropy, Water.

This prevents them from mono stacking without running 2 elements. Gives you something on the overflow and still makes them able to play cards but not at the UBER end of the payout scale for cards like Fire-bolt.
