You don't have to use the sets the requirements are in - you can pick any two requirements from any of the sets, as long as it follows the round rules.

Yes.
In case other users are confused:

So for example if I wanted to pick Requirement X from Set 59 and Requirement Y from Set 76, that is allowed.

It depends on the computer or browser I think - there should be a scroll bar under the table in that case, or you could try zooming out.

Yes it does. Pools have to be specified.
