I have to ask though, is this cards with dual costs?
Or is it cards with 1 element playing cost and 1 activated ability cost in another element.
In other words, are we making cards with one element for its casting, and one for its aiblity,
or is it the dual cost cards.

Dual-cost - No.

Avoid making a card that costs multiple elements.

Cards with different elements for casting and it's ability - sort off. What we're trying to making is cards that interact with multiple quantum pools - some simple examples of this would be the Dual-Element Series (http://elementscommunity.org/forum/index.php/topic,13822.0.html) cards. Rustler is another example.
