I think the cost should be 5  | 5  . This is somewhat inferior compared to permafrost shield ATM.

Freeze/Congeal does delay for 3/4 turns though. I think 6 is quite fair seeming it does all the enemy creatures. It is practically a Dimensional Shield except weapons can attack and your opponent can draw new cards to attack.

Have it drain all quanta. More for the theme than the actual balancing of the card. A mass freeze-over needs mass cost by theatrical standards.

One person is saying to make it cheaper, another is saying to make it drain all water quanta making it more expensive, and another is saying to keep it the same.

I'm going to keep it the same.
