1. It's spelled Ra, not Rah.
2. Besides being an Egyptian god (which probably doesn't really qualify it), I don't see how this fits in with Time. Quanta conversion isn't really a time-related thing, at least not in my opinion.
3. Why do we need this card? Besides converting quanta, it doesn't really do anything. Compare it with Firefly, which has similar stats (3 atk | 2 HP), and generates although it's an Air creature. It can also be used with the Hope shield, as it's a light-emitting creature. This card doesn't really have any other uses, does it?
I'm sorry if my suggestions aren't that good. I haven't played this game that much, so feel free to ignore my opinions if they are noobish.

2/3.I've to admit that the conversion thing didn't convinced me that much too, i started doing this from the theme and then add it.
The second idea(after the teme), was to give time a mid-hitter with an acceptable prize, wich imo lacks, i just see the passage from GOTP to scarab too big, in terms of cost and effectivness, taken alone of course and without counting randomness(eggs), zero attack creature(scorpion).
Then i thought that leave ra the god without a skill isn't right for a god.
So i started to think what element have the most synergies with time and i choosed light for this and for the reason of ra being the sun wich emits light.
The synergies i found significantly are:sundials, dune sorps. with blessing/(poison)sundials, deja-vu with blessing/hope/luciferin.
I found it particulary good to fuel big stall decks:sanctuaries/miracles/photon/hope and sundials/eternity(+ crusaders).
Your questions where really good and appropriate and i've to admit that the card itelsf it's not a masterpiece in terms of mechanic.
Also nice way to say what you want to say(in addiction to the content), clear, correct and straightforward.
