since this is the element of time, this would fit quite well
in its theme, but im not sure if this would be an
easy one to code.
when you cast this spell, it basically returns you to your previous turn,
going back to the time before all previous actions were made
2 turns ago. (your opponents turn and yours)

This card gives you +1 turn of stall per casting and costs you opponent any spells played (I assume that they are not returned to card form) does this rewind drawn cards?

it absolutely rewinds everything, which is why im not sure if coding would be easy  :-\

effects:

played cards return to owner´s hand after the drawn cards return to his/her deck
that includes spells.
damage to hp is undone

etc.

everything goes back in time by one turn, hence the theme of time = to the past  :)

i would say this is an alternative to "precognition" but instead of looking at your opponent´s cards, this potentially looks through his/her strategy, giving you another chance to act differently.

not really, remember its basically reversing time everything, so it doesn´t change what u draw next
the benefit of this card is to give you a chance to act differently if u made a mistake because you were ingnorant of what your opponent did next, also to see according to your opponents actions, his/her basic strategy

should i add "draw a card" to the effect? would that be OP? or would it fit accordingly so it gives an extra benefit?

if it were to happen, then before the effect takes place, i draw a card and then effect is applied.

The only thing I see wrong with this is that the opponent can't stop it. Do you have any idea how redundant it is to have to repeat your actions twice for an unruly mulligan trigger-happy opponent?
