Not sure I'm completely happy with the name but introducing ...

When cast on an opponent they draw up to 7, the 8th card is drawn as normal when it is their turn.
As the card drains all quantum chaining should be difficult.
Is mostly useless for card drawing in mono time as all quantum is absorbed and therefore no time cost cards summoned could be played

Explanation
The idea behind this card is that it has two uses. Firstly if used early you can significantly speed up your deck to get that much needed card far quicker than would be possible with an hourglass/normal haste ability. The trade off is this may not be great in mono time as you lose all time quantum and will be unable to play your drawn cards.

On the upside this means the card cannot be chained, and at the very least the player must wait 1-2 turns to repeat the feat if they have sufficient quantum generation.

The second purpose of this card is in the "target player". This would work much like current spells which allow you to target the enemy player. If used on your opponent then THEY must draw 1-7 cards until their hand is filled (leaving 1 space for them to draw on their turn). This is where the real power of this card comes into effect. If used late enough it could potential deck out your opponent. Opponent is using a cheap creature + eternity? Deck em. They have less than 7 cards and an empty hand? Deck em. Thus a new strategy becomes available for time decks.

Let me know what you think guys. And please don't hesitate to suggest a better name to match the image/effect.

Bump.

This is a nice idea, it has been hinted at in the past that ideas which directly affect your opponents deck are not going to be liked... But this... It seems to work. A 'balanced' deck-out card. At it's most effective you can make your opponent draw 8 cards at once (if he has 0). Then, if he seems to be lacking pillars and can't play any of the 8 cards you forced him to draw, he will have to discard one. (You can't end your turn on 8 cards).

That, is the only down-side I can think of... Combine this with some quantum denial.

Good and balanced card. This would be nasty in a mono-Time deck, forcing you to deck out, but it's not overly powerful because it's quite expensive.

Using it on yourself is powerful but not overpowered, either. I like it, and it's definitely a card that will fit in nicely with the "drain all remaining quanta" series.

I like it. It's not new to card games, but with this, you wouldn't even be able to save yourself fast enough with Eternities if you risked using it back to back in a rainbow. It would be great for laying down some Towers for Mono-time as well, as many useful time creatures cost so much.

I like this idea! This should be one of the "Advanced Spells" that drain all quanta!

But for the name... Something like "Accelerate"?

This card could be very dangerous vs. speed decks.  Couldn't a player could easily burn through 30 cards pretty quickly with this? IDK just a question.

I like this a lot.  It would definitely give mono-time a deck to work with.  I think it'd be fun to run this deck:

Mark of Aether
6x Silurian Dragon (maybe Devonian for the lower cost)
4x Anubis
3x Clock of Eons
16x Time Tower
1x Eternity

You could also consider animating your eternity so you can immortalize it in case you come up against a stall deck and need to prevent deckout, or just not running the eternity at all.  Reverse Times could be put in there for creature control... mono time might just become viable.

Anh, the opponent doesn't discard at the end of your turn. So when you pass he'll have to draw a ninth card. You could make the opponent draw cards until he has seven in his hand.

@Kameda Agreed when targeting an opponent it would cause them to draw 7, and an eighth on their turn.
