It's weak.
The upgraded version doesn't need it's cost increased either, it's supposed to be upgraded.

yeah. 1 for a 3/3 is a little overpowered, especially with an ability, but 1 for a 2/2 is fine. Way underpowered. 2 :fire for ONE damage to a RANDOM enemey creature? At least let the play choose the target creature, lol.
