moar Sky blitz = no. I think SoR's skill boost only affects  :time creatures because of blitz.
^ I can certainly see the issue there... I think if there were a :time (or other non-air off quanta) absorb as well then this may be okay still.
It is a VERY expensive card so it would require a hefty :life source, or else employ the use of SoR in the case of mitosis idea.
Even then, it is sucking down additional quanta for each card in play that has an activatable skill... both yours and opponent's.

Multi dive is definitely ugly, but considering the amount of work that it would take to get +1 dive effect I think it might still be okay.

Yes, X8 damage is truly scary, but with an added absorb requirement, you are looking at a trio to plus a lot of extra quanta and an additional card just to pull it off. So we get 3 cards, 6 :life , 10 :air and at least 2 :time (probably more). Thats a pretty big combo isn't it?

As I mentioned before, this can be de facto limited to +1 skill use per turn since that is essentially how SoR gets limited as well so x8 is as high as it will go.
Even at x8 damage, you still need at least 15 total ATK on creatures with the dive skill already readied in order to achieve a 100 pt OTK.
To get that you need either 4+ wyrms or else you need to add a 4th quanta type! I don't think that combo is going to be OP...

You could, of course, resort to a 'bow and use quantum pillars, but this card still has a high cost so it will take a decent amount of effort or luck to pull off.

I think odin's pointed out all the problems.
The card's effect works like SoR's effect on both sides of the fields and on permanents. So yes, mito will only work once a turn.
