The spell Freeze  is 3 turns but the effect freeze doesn't have to be, Congeal freezes the target for 4 turns. I thought you meant 1 poison damage, but since there are variation I thought it was best to ask.

I think the cost vs the dual effects is balanced, but since poison is in the realm of death It might interfere with the overall purpose of the elements.

I was looking at it like toadfish, but I didn't want to make it cost both. Freezing seems to be a water only ability, so that's how I made my decision
