NOTES:
The random effect would be any creature skill that can target what the original skill can target. So for example a Mind Flayer using lobotomize on something would trigger this and it would then use instead a random skill that targets creatures like devour, poison, freeze, ect. This does not replace the skill it only causes it to have a different effect for the one use.
It's a trap so it is played cloaked and is triggered when an active creature skill targets something. Only one can be set off per skill use, and it is destroyed upon activation.
