Make it stall for a turn after it Shatters, but make it cost 2 Earth. This way, it isn't even too pricy, but can't remove permanents such often. One per two turns.

...also, sure. Make it cost 3 Fire, but also make it stall the creature for a turn. It will gain attack, but not attack this turn. If multiple boosts' stalls stack or not is up to you.
