Gives light some thematic non-lethal CC and QC. The drain takes place during the attack phase, just before the affected creature attacks. This makes the QC somewhat less potent than current forms since pillars seem to generate quanta after creatures have attacked, which means the opponent will still have access to any quanta they generate on the following turn. Hopefully that should help counterbalance the potential for very high quanta drains.
