Why? Theorectically it should be possible for a shield to just block weapons if it was too unreliable to effectively counter creatures.
Because the Shield Slot is meant to be the major form of defense. Weapons are not a major threat. Any card that only affects weapons is not a major form of defense. Therefore any card that only affect weapons should not be a shield.

It would work as the oft suggested but never IIRC finalized parrying weapon but not as a shield.

Algiht, I 've changed the card so that it does some minor DR against creatures.
