Wait.. So if you have 5/3  quanta, it'll generate a skeleton? I'd say meh, because Graveyard would be better even if it's much complicated (you need renewable CC, like Otyughs to fuel it's ability) And Mono Death would not really use this card, because of the presence of another creatures with more Attacking power.

The card is somehow UP, and upped is meh? You need 3 to generate a Elite Skellies, and unupped need 5 to generate an unupped one? Maybe you could swap the requirement? Or increase the number of Skellies summoned?

I dunno, but in general, I'd say it greatly UP
