This can be used on Skeletons to gain a little attack and some , or it can be small-creature CC. This was originally intended for the Duality competition, but then I realized it was better being able to target either side. This triggers death effects. I'll add that to the card in the next edit. Did you get part of this from Butterfly Effect?
Also shouldn't the unupped say turn into Ash Eater, not brimstone eater?

If the effect was not meant to take advantage of death effects, you could possibly grant the Fire ability to the target, rather than have it morph into a Brimstone Eater.

Not really. Cost=!attack.
Also, it kind of ruins the "generates " part to make it spawn Ash Eaters, but I'll consider it.
