I honestly would either make this a static effect or make it 2/1 cost. It's just not enough better than precog to justify an increase in cost by 2.
All right, I'll lower the cost more when I have time, but I'm beginning to think it is too cheap.

personnally this is just too much like precog for me, I think something needs to be improved and the card draw restricted to :time
perhaps a perm with a counter where you get to see your opponents hand for say... 3 turns?
