Should it not be "target card on the field" or "target creature or permanent"? I was thinking you'd be able to target cards in the hand, at first, because that was the only mention of scope.

I think it's pretty balanced. Might want to check against RT, then PC though.

If this includes your own hand, I could see this being good with Phase Dragon or Miracle.

Change the wording to be more specific, otherwise, I love this idea. Hmm... what if you gave this ability to a creature?
