No, it's a permanent spawned on a permanent slot that generates light quanta and counts as a light-emitting creature for the calculation of any effect dependent on light-emitting creatures.

No, it's a permanent spawned on a permanent slot that generates light quanta and counts as a light-emitting creature for the calculation of any effect dependent on light-emitting creatures.
So this isn't counted by feral bond and things like that

Well two things. One is that it is essentially a light pillar / tower that has 1 less quanta generated at the start in exchange for counting for Hope. Does it stack like towers, or do they fill separate slots? If stacked together can they be impacted by earthquake? In a similar vein, can you only have 6 in the deck, or can you have as many as you want?

The second is that perhaps you should alter the beacon's discard effect to work without the need for spell interruption. For example, changing it to "an opponents card that affects your hand, without you having sanctuary to protect you, is automatically negated by the discarding of this card". Examples of the cards would be Silence and Nightmare, for those decks that want a counter to those cards immediately without waiting for the 4-3 quanta for sanctuary, or that don't want to spend deck space on it.

It is not a pillar, so it's not affected by earthquake and it doesn't stack (unless otherwise stated on the card).

The mechanic you suggested is completely different (hand protection vs. spell negation), and I don't think it's close enough to original mechanic for me to change it while keeping the name/theme.

This. It's RoL -1 atk but resistant to CC. Currently, there's not much PC, so this could be quite potent with a hope shield. Especially if 12 RoLs+6 beacons=12 defense. Also, do you have to discard beacon when a spell card is played or is it optional? Because the wording is ambiguous.
