NOTES:
This is my second phase of an experiment with the concept of a variable cost.

In this case, Banshee begins in the player's field.  It heals the opponent for 1 HP each turn.  However, if it is banished, it will go to the opponent's field and heal the original player for 2 HP per turn.  Each time that Banshee is banished, it begins to heal for more and cost more quanta to be banished.

It is best used in a quanta drain deck, like Pestal, where the opponent will be short on quanta.  In this case, they will have to decide between the lesser of two evils - losing more quanta, or giving you more health.  Pestal decks focus on healing and quanta denial through Pests and Vampires, so two or three Banshees would be a nice addition to help with both causes.

So if you bless a Banshee and then use Banish, do you get back two quanta..?
In other words, maybe the wording should alter a little

That would be correct.
You are regaining quanta to give your opponent a creature.  I don't see a problem here.  It might not be the smartest idea, seeing that your opponent benefits much more.

With the bonus to HP with each trade-off and the high starting HP, it seems OP.  It should either be one or the other, I think.  Maybe start it at 5 HP, or ditch the HP bonus and start it off at 12.

Also, I don't see the tie in thematically with a Banshee.

Since a banshee screams or some thing when some one dies shouldn't it involve death? but I like the mechanic
If I have something to say I'll keep it to my self then let it out at the worst possible moment and then I will walk away laughing

The point is that it is very difficult to remove from play entirely, but it can still be lobotomized (when on the opponent's field) to prevent movement or killed with poison.

Yes, thematically, it works with :death, but, functionally, it fits in better with :darkness.
