NOTES:
I have completely changed the mechanic of the card.  New notes:
Only creatures with an active skill can be targeted.  If a creature with an element-specific skill cost is targeted, its skill cost is increased by one quanta of that element.  If a creature with a non-element-specific skill cost or with a free skill is targeted, its skill cost is increased by one random quanta.
Examples:
A regular Retrovirus's skill would now cost 1 random quanta.
A flown Electrocutor's skill would now cost 2 :aether.
For the art, all that I did was a recolor, a re-size, and a radical mastectomy.  Here's the original if you want to compare:

Imo, it is different enough from that card (which I had not seen prior to your comment) because it has a dynamic silence chance (based on attack), it does not require the use of a skill, it is a different element and only requires quanta of one element, and it has different stats/cost.

It's more different than Forest Scorpion and Deathstalker, I guess, and they are both in game.

More potential for Acceleration / Overdrive.  It also fits thematically; it would be difficult to kill a spirit.  If you think I should raise the cost accordingly, then I will, but I want it to keep the high health.

Yes, but if forest scorpion didn't exist and someone tried to make a forest scorpion, we'd say it was a bland, unoriginal idea because zanz is perfectly capable of coming up with that idea himself.

someone ever told me that comment on your idea topic is not an absolute right for your card.  it's only discuss to help you about your card idea.  not more or less.   the last one who decide that the card should be in crucible or not is yourself. (and other one still can judge after that.... )

For the upgraded card, yes.  For the unupgraded card, yes, but each individual +1 still wears off after three turns.  Regardless of how many times unupped Earsplitting Shriek is used on a creature, three turns after each use, its skill cost will decrease by one.  If there was one Banshee that used the skill on the same creature every turn for 3+ turns, the target's skill cost would remain at three more than its original cost.
