I think that changing the skill cost to 3 random quanta is more of a downgrade. If you can play the upgraded card, you need to have 3 Air quanta, which is most likely from a pillar (Cremate or Supernova isn't enough), and, if you have an Air pillar(s) already, then the cost shouldn't be much of a hassle. The effect of the card itself seems to be leaning towards Rainbow decks (or elements other than Air) because Air already has tons of Flying creatures. I think that the cost should change to 4/5 random quanta, and the upgraded skill should change to two or one random quanta.
