Except it raises attack power.
Why would I use this exactly?

It has no element cost, meaning it can be used anywhere and everywhere, to varying degrees of success.

Next card, which will overshadow Precognition...
Its not that bad, but i feel, like "Flow" thematic is only because "draw a card" part. But that is just me.
In your place, i would delete "draw a card" part, change it's element to water, name it "Calmness" and...
...make that card at this same mechanic, as SoP.
Then, it would be instant SoP for 1 turn.
I'm disappointed about this thematic.  ?_?

Note to self: People appreciate the crazy stuff more. Maybe I shouldn't have edited out the upped Lich after all.

By increasing the ATK, the idea is that the objects are moving from their solitary position to another one, and then they rest. It's like a tide, in that way. A tide doesn't continually move- it goes up, then it goes down, then it rests a bit, then it goes up, then it goes down.

Also, its element IS water.
If you mean make it only use water, then it becomes useless, not even just due to SoPa.

This is not the first time a mass ATK buff spell has been proposed.

Given that we have SoPa now, I guess its not totally shocking, but you will run into a lot of the same balancing issues.

The most important to note is that it is very hard to truly balance this card well across all situations... Its that catch 22 we run into (partly thanks to fractal combo) due to the fact that the average number of creatures in play is much smaller than the maximum amount possible.

If you make it balanced based on assuming a small number of creatures, it can end up being OP with fractal and boneyard decks.
On the other hand, if you balance it assuming a large army of creatures, it ends up being UP in most other cases.

The reason is that there is a big difference between the average number of creatures you can expect to see in play (somewhere between about 4 and 7) and the maximum that can actually be present (23).

So if you balance to 5 or 6, this thing ends up almost 5 times as powerful in specialized combos... thats a tricky balancing act to pull off...

A possible work around is to limit its effect to some subset of creatures in play (maybe like all creatures in a single row or something). That  is much easier to make balanced without risking it being situational or situationally OP.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?
