It looks like it is an activated ability, so you would choose the target when you activate the ability

Essentially, fractal lets you turn it into a blessing spammer with a 1 turn startup delay... All you have to do is figure out how to kill them off after use.

2 otys +fractal + light quanta is quite difficult to pull off I'd imagine.
