The great thing is that you -could- consider it situational, but given the fact that there are indeed cards that grant creatures abilities, and usually its hard to keep them alive, Dominion gives a powerful control and stability to creatures who use their skills.

This card can synergize nicely with:
Mitosis
Butterfly Effect
Crusader
Rustler
Nymph's Tears
Gravity Shield

Synergies with this card are more prevalent than one initially realizes. Its cost may be skewed for it to be a little more expensive in the average deck, but normally cards are included in decks that use them well.

As a note, there is a coding issue.  As with phoenix, though killed during the opponent's turn, it just wait a turn as an ash.  With current coding, using opponent abilities would bar them from being used by the opponent on their turn.  Interesting nonetheless.

Preferably, coding could be done in order to accommodate the specifics of this card.
