Can't have 2 activated abilities.

It seems quite alright aside from that. A mono but costlier Anubis or a very costly arena cleaner. It could be even a bit too strong with this, destroying all Fireflies and such immediately.

Very nice, but very costly. Is this a spell, or a creature? If it's a creature, it doesn't have any stats :P

How about cut this into 2 cards:

Ark of Truth: Costs 7 Water Quanta.
4/8
Use 3 Water Quanta to Immortalize target.

Flood: Costs 5 Water Quanta.
Deal 1 damage to every enemy creature. Deal 1 extra damage to each creature for every Ark of Truth you have in play.

Yeah, the two separate card idea makes that work much better. Might want to make the ark more expensive than 7 to play though; even if the ability is 3 quanta to use, it's still the same type as the card was, which is (imo) more powerful than anubis (which costs 8 time, right?)

Nice idea's.

Definitely split them up into two cards.

Flood: Deal 2 damage to each creature in play. Plus 1 Damage for each Ark of Truth in play.
Cost: 5 Water Quanta

*I've increased the basic damage by 1. Since the card costs 5 Quanta... Thunderstorm costs 2? And does 1 damage. Firestorm (upgraded Fire Rain) Costs 5 and does 3.
**For the second part of the ability to be useful you would need to have high-cost cards (Ark of Truth) in play for it to work. I think this justifies the basic damage increase.

Ark of Truth
Stats: 4/8
Cost: 7 Water Quanta
Ability: 3 Water Quanta: Immortality to target creature.

So, my post has pretty much summed up what Icybraker said. (atleast I didn't go the route of YoYoBro and comment with 'nice idea.'. :p)

Its very nice, the ability fits the card well, and this would be the first card that has its affect changed by a specific card. Though i think an icestorm spell was coming out, it'd be kind of redundant to have both it and flood

What IceStorm spell are you talking about? Link?

I've heard someone suggested a Blizzard in passing - like a Rain of Fire except does 2 damage and chance to freeze creatures.

Yes, blizzard, ice storm, same basic idea, we know that there are more field control cards coming out, and i'd guess that that was going to be one of them (just a guess here, could easily be wrong).
