This seems UP to me. The upped does less than Lightning+Precog. The unupped is much weaker than Shockwave or Thunderbolt, unless used on a 1 HP creature.

The thing is that it's in-element direct CC for .  Didn't want it to just become that much easier of a to kill things.

if used with afla, will it still become a cell?

i feel that it should be stonger though. 1 damage will kill barely anything so maybe increase damage to 2-3?

Yes, it'd make a cell.

The idea is to have it be used with whatever else Death has [or whatever you pack with it].  The main use, however, is for providing some direct CC in without making deaths too easy to come by.
