I think it's UP. It isn't worth to summon creature with high cost and then gain random quanta equal to its cost and shuffle creature back into deck.
Multiply random quanta by two. This way you gain something.

Who said you have to summon creatures? I was thinking about mutations and fate eggs, or if your dragon was suddenly in otyugh range. It could be changed to twice or something though.
