Hmmm...what if you linked it to the amount of aether in your pool?
I.e. "Draw up to 1 card for every 8 aether in your pool. Your turn ends immediately."

Or you could even add in a drain effect:
"Draw up to 1 card for every 8 aether in your pool. Drains 2 aether per card. Your turn ends immediately."

Yes... not a major one, but I do think it gives a little too much draw power, even with the drawback of losing your turn afterward... Having it link to something like quanta, hp, etc would also make good thematic sense (like the resource is flowing into draw power).

i think the new cost makes it kinda more balanced, having in mind decking is a very real threat

other possibilities:
target player draws 4/3 cards
discard your hand, draw 8 cards
