I'm not sure which version will work best, so I'll post them all.

Effect1: Reveal the top three cards of the target players deck and rearrange them.
Effect2: Reveal the top two cards of the target players deck. Send one to the bottom of their deck.
Effect3: Reveal the top card of the target players deck and choose to send it to the bottom of their deck.
Each effect is separate. The card doesn't have all three, they are just possibilities. They aren't the only ones though. There are many ways they can be tweaked. For instance, rearrangement for effect2 instead of sending one to the bottom of the deck.

Effect 1: This ability isn't too bad. It's like a mini-precognition, except you only reveal a few cards (left to be drawn) and choose to mix them up. In a way, this is probably the best form of 'Alteration' - mixing cards up depending on how many you see.
Effects 2 & 3: both of these abilities could be used in a REALLY powerful combo with Eternity/Rewind; suppose the other player/AI opponent plays a creature card that could screw you over [say, a dragon] when you have only a little bit of HP left. You Rewind it (via the card or Eternity), hit this card, and then send it ALL the way to the bottom, thus negating their chances of killing you outright. It's the ultimate 'card control' if the player uses it right, as they can send the most vital cards coming up (Hourglasses, Steal, Shields, weapons, etc.) to the very end when they're most likely already dead (Phase Shield) or can't draw any more cards anyway (Sundial).
Other than that though, I'll wait for other people to post before continuing on.
