is the -0/-1 done to the target creature or the ghost itself? and is it permanent?

Well, it doesn't decrease the max HP, just does damage.

yeah sorry i meant is the 0/-1 permanent or just for the duration of the cloak?

 but if it just deals damage then i think it should say so, otherwise i am pretty sure the way its worded would mean the creature couldn't be healed of said damage,

kinda like how you cant heal a scarab of the -0/-1 it gets from the death of another scarab.

Yeah, the ghost is dealt 1 damage every time it uses it's ability. I might add that to the notes.
