If rage deals damage for its -5 effect, then it would be +5|-7.
Acceleration would be +2|-2 for the same reason.
IF it deals damage.
Which I have been reliably told it does.
There are two ways we can go about cost reduction:
1) Any spell that CAN deal direct damage to creatures/players will get a reduction.
2) Refunding it... I prefer the first one. And the refund would be before the damage is dealt.

Spell based damage from spells needs as much of a buff as I can give it.
And sky, the cost reduction only really would be good for rain of fire. The damage buff is where the card really is, because CC (that is affected by this) and even player-damaging spells (that are affected by this) aren't expensive in general, minus rain. And six upped = +10 damage at least, +20 per spell at best = fire lance spam getting +20 per attack (I hope, maybe it might just be 20 on top of everything, depends how the card would work out.) = gg.
