I don't think this card needs hasten when it's in the same element as hourglass and considering it's effect I think relying on another card doesn't make it op but helps balance it.
I like the effect it would work very well with a deck full of dragons.

i'm ad that 'hasten' only cuz all clock have an ability to draw a card (hourglass,sundial)  and this card have a bit high cost.  to lost 6 quanta for random chance is a bit...  low to me   

btw..  still need more and more feedback

unupgraded can even summon your opponent creature.  but upgraded only summon your creature

btw...   it will summon all your creature that you draw while alarm is on the field.
