The first one is good for a long game if you have the quanta reserves and upkeep to keep the barrage going, while the second is good for an instant kill.  Therefore, either version is good  Also, would Aether Dragons (Phase Dragons) get affected too?  Since they're immaterial you can't really target them, but I'm sure they'd be up for an Airstrike and dive toward their prey ^^

This+azure dragons+fractal (or PU, for the first one...)?

hmmm...idk if you could generate enough quanta, if you could, though... O.o
You'd summon the dragon first, and then use this, cause all your :air quanta would've been consumed.  Also, fractaling them would require you to discard one, therefore it's best to fractal first and summon as much as possible before using this card.  Sorry if I sound critical, just wanted you to know that that combo wouldn't work in that order =P

It would effect phase dragons. They are airborne, and it would be sorta like flood. It doesnt target anything individually, it effects the whole board on 1 side.
