Can it target itself?

It presents some interesting possibilities. It's a very flexible counter to a lot of different forms of control.

My only qualm is that the synergy with phase shield might be too strong.

The bit about phase shield is sort of the point though. This could work like PA, except that it would stay behind when the shield expires.

That means that 1 of these and 6 phase shields is 18 turns of stalling your opponent can't do a single thing about.
In addition, this card could also be protecting itself and 1 other permanent/creature at the same time, and if your opponent isn't packing perm control you can switch to just protecting creatures. It's capable of hard-countering all of the control cards in the game except for shields.

It isn't as bad as the above makes it sound though. As a permanent itself, it will need to survive at least one turn before it can protect itself, and using it every turn might get expensive after a while.

The concept in general makes for an interesting "try to guess what sort of control I'm going to use" mechanic, but it might be a little too effective at shutting down control decks in it's current form.

If it would be best for this to act like a Temporary PA/Quint then that is how it we will treat it.

Looks good.
There is no multi-cast Protect Artifact in game at the moment.

Only thing maybe the ability cost, too cheap.
It costs 3 just to Quint with Nymph, and 1 for PA.
It should cost at least 2-3 ability cost for a versatile Creature Protect / Artefact Protect.

Slap one of these babies with PA, and you got any 3 cards covered.
In fact temp Quint is awesome, you can temp quint a Dragon with Liquid Shadow, heal it 3 rounds later, and temp Quint again.

Quick question that's relevant to balance:

When the protection from this card wears off, does it wear off at the beginning or the end of your turn?

If it ends at the beginning of your turn, you can re-protect the creature/object immediately (or even cast buffs on it, then re-protect it). If protection wears off at the end of your turn then your opponent gets 1 turn to take a shot at the protected card before it can be renewed.

I think all phase affects should wear off at the end of your turn.

i like the card, but to me, the name is slightly misguiding, everytime i see it, i instantly think quanta or something similar, would phase disruption work? or phase portal (sounds to much like phase shield to me)

My original idea was Generate :aether each round.  :aether :Minor Phase 3: Target  phases out for 3 turns. Then put in the notes the target can be Creature or Permanent.

Phase shields wears off at the beginning of your turn as it stands.

If it wears off at the end, this gives the opponent a window every three turns to do something and makes it way more fair. I think upping the initial cost wouldn't hurt though so you couldn't get these out super quick. Maybe +1 :aether to casting cost for both unupped and upped..
