I know the wording is a bit cacological, but basically, it absorbs all the remaining :water quanta in mutliples of three. So if there's a remainder of one or two :water quanta, it will not be absorbed.

So does this mean, if I play this and then a bunch of dragons, etc, I can spam a ton of mass CC to enemy creatures?
Not sure on balancing for that, might be slightly OP.

So basically it consumes all :water and converts it to mass CC (with maybe 1 or 2 leftover quanta).
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

Yeah, so exempli gratia, you have 20 :water. It takes 10 :water quanta so that's 10 left. Then you deal 6 damage with the 9 :water quanta you have and the remaining :water will not be consumed.

Suggestion: The moar :water you consume, the higher chance to congeal.
BTW, freezing chance of the ice/permafrost shield is 30% and ice bolt/lance is 70% + 10% from each bolt added.

This depends on how the chance to quanta consumed ratio scaling is set up.
There are several considerations:
1) What are the bounds? (max chance and min chance)
2) How fast does it scale
3) Is it linear or will there be diminishing returns (or increasing returns depending on the curvature of the scaling function)

The added effect wouldn't really make it more OP.
At 15 quanta consumed (out of a total 65) you're already doing 10 damage to every enemy creature. Will the added freeze really be worth that much? I'm assuming this counts as an area effect spell, akin to fire storm- thus immaterial creatures, which can be frozen, aren't affected by this anyway.
