Aether already has immortality in a jar, so it has no need for another one. On  the other hand, aether is the only element without ANY permanents (not entirely sure lol) so i decided a permanent like this one should be implanted into the game. And the coding for this shouldn't far from that of dusk mantle's as it is also based on percent chance to active per ability. A new animation would have to be implemented to the current interface but that would be as simple as having the words "static" fade into the screen and quickly fade out (much like earthquake).

Oddly enough, the element with lobotomize-in-a-bottle is darkness, with liquid shadow, lobo requires play and a turn to activate.
I ask nothing of humanity but fairness in all things, but I do not expect even that.

Yep. Just realized that. My mistake :P

Still, Aether lacks a permanent, so maybe Static can be like this:
Static Electricity
Costs 7  :aether
Permanent: All targeting has a 50 % chance of missing.

For example, Player A clicks his Pulvy. Then, a red "target" ring appears around Player B's Pillars and Feral Bond. Player A clicks the Bond; a small word, "Static", pops up and the targeting has no effect.
This also applies to creatures. Player A clicks his Otyugh, then clicks opponent Lava Golem. 50 % chance of the target failing.

This might be a bit OP though... the probability may have to be lowered.

There's no real way to make it make sense with passive abilities.  What happens when a burrowed creature fails its "does my Burrow work" check?  Does the creature Unburrow?  If so, do you have to pay to Burrow it again?   For that matter, how often does it even make that check?  Once per turn?  Every time a spell or ability checks to see if it can be targeted? 

And what about Gravity Pull (once it's been activated)?  Do you check to see if each individual attacker gets Pulled, or is it a one-time-per-turn "is this thing on" check?  If a creature has Momentum, Adrenaline, and Immaterial activated and attacks an enemy that has a creature with Gravity Pull activated and a Phase Shield, how and when do you determine how all of those abilities interact?

How about just a Malignant Cell with Adrenaline?  Do you check once for Adrenaline and once for Infest, or do you check for Infest on each of the Cell's actions if Adrenaline passes it's test?  Why?

Does a Scarab, whose toughness is a variable, simply die if it's variable-setting passive ability fails?

Is being infected a passive ability?  If so, does failing the Static test take the infection away, or does it just not deal damage that turn?  If the infected creature also has Carcinogen waiting for it, can it pass the damage test and die but fail the passive "turns into a Malignant Cell" ability test?

If a creature is Immaterial, can I just play Thunderbolt, see that I can't target it (i.e. it's Immateriality has passed the test), and then click "Cancel" and try again until it fails?


There's just waay to many questions and conflicts if you let it affect passive abilities.
A passive ability is not the same as a status. Almost everything you listed above is a status, not an ability. The only two you listed that are "passive" abilities (actually triggered abilities) are Scarab's Swarm ability and Malignant Cell's Infest ability. Those could be affected if this card were to affect all non-passive abilities. Just to explain my definitions, a passive ability would be Eclipse, triggered ability would be Bioluminescence, and Activated ability would be Burrow. (Burrow is also a status, caused by the activated ability with the same name.)
