NOTES:
After Snare the Creature, the creature will be burrowed and loss it own skill and gain " :earth: Unburrow" (Use 1 :earth or not...which is better?). If it is unburrowed, the creature will gain the original skills, without any change ( still 0 cost if shard is used).
The skill snare can use on both you or opponent creature. It can help prevent your creature to be targeted, though it will deal damage. It can also use to kill opponent's creature, removing skills and reducing their attack. Will the damage deal over-powered? I don't think so. It is because it will burrow the creature and you can't attack it one more time. Unless it is unburrow itself.

Ability should be  :earth.
If you let creatures just unburrow themselves, it isn't that powerful of CC (unless that's intentional).
Nor do I think it's possible for the game to "remember" what a creature's ability used to be.

The change in attack is too great. Change the attack to 2|4.

Perhaps have the creature become burrowed for 1 turn. That way the game does not have to remember skills and you can burrowlock a creature.
