maybe upped can only hit enemy?
problem's that if this'd be the case, -2 :gravity + added safety of use seem pretty damn worth more than 1500 :electrum
(see pandemonium 3 :entropy -> 5 :entropy)

oh, another thing, can it hit the same target twice? it is, after all, random.. o.O
