Without ability it's still too strong. Is that card text at the end implying that it behaves somewhat like a singularity?

Depends on what you mean by 'end'?

The last two lines are flavor - 'In his house at R'lyeh, dead Cthulhu waits dreaming'
If you mean 'Handle with care' in Notes - it's just a word of caution, as it will shatter your perms as well.
