It would probably work as a general permanent, since having a shield reducing the damage taken would just reduce its effectiveness, so its not as important for it to take shields spot. I dont think it should be able to stack though, because it would still be exploitable with fractal decks if you could have 2-3 of them up at once with a lot of creatures.

In theory yes, but in practice takes a lot of turns & luck to put multiple of those while also having fractal and some suitable creature. This means you need to make a whole deck around this card while willing to take damage to buff your creatures. Means you shouldn't use creature control (or you won't take damage) and should use healing cards (or you will die while trying to buff your creatures).

Isn't this too demanding just to attempt to abuse this card ?

I'd agree, except that there are already decks it would fit right into imo, like rol/hope. Admittedly it would have to be bigger as you would need to have copies of it, as well as a shield to get rid of hope, but yeah... maybe it would be ok to stack but I just dont think its really necessary imo. Its not my card idea though so you can set it up whichever way you prefer :P. In the rol/hope example though, it would be pretty simple to make a typical rol/hope without any dragons, and just fill your side with rols. Then play a few of these and a mirror shield, take one turns worth of damage, and likely be able to kill your opponent next turn (say you take 50 damage, x 3 of these that would makes you have 23 16/1 rols...). Even without it stacking that could still be a pretty powerful setup heh.
