Spoiler for example: The opponent has a stack of 5 pillars. You use Liquify on it. It spreads into five permanent slots, each with one pillar. You gain five . Usage: Lock down opponent's permanent slots Gain a large amount of Water quanta by targeting either side Earthquake protection in the early game Added Notes: Any permanents played after the previous stack was spread apart will be placed in a new stack, and all permanents of that kind afterwards are played into that stack. That's... actually quite lovely. EQ counter without being cookie-cutter, and very nice synergy with nymph deck.
Your opponent would need a huge amount of pillars to lockdown their perm slots, I don't agree that this is a viable use for this card.

Well ... if you're shooting for permanent lockdown, you'll need to have all 21 (or is it 22?) permanent slots occupied.

The reason why permanent lockdown isn't that popular mainly revolves around the facts that some permanents stacks (notably pillars and pends), while creatures never stack (and for creatures, there's always Aflatoxin).
BTW, if a new permanent that stacks gets played, which stack it'll fit into? Say~

Turn 1:
Masuzu plays four Earth Towers (all in slot 1), end turn.
Chiwa plays four Water Towers, casts Deliquesce on Masuzu's Earth Tower stack, end turn.

Turn 2:
Masuzu plays an Elite Shrieker and another Earth Tower.

On which slot will Masuzu's fifth Earth Tower stacks into?

I'd say that it should start a new stack where all the new towers will be placed when played (because having them randomly decide on a stack would be rather unorthodox). So, in that situation, it would end with Masuzu with five stacks of one, but all future Earth Towers played will go into the fifth stack.

Hm.. I suppose it could possibly only give the Water benefit.. although that could get rather powerful with just continual mass Water quanta gain for Ice Bolts and stuff.

The easiest thing would be to just have it be unable to target, but if there are any ideas on possible ways it could interact, I could change it I guess.

That would make perm lockdown quite easy. It would pretty much wreck the 2nd most popular shield (or perhaps 3rd behind Fog)

*gulp* At one aspect, it was good of you to confirm (since without clarifications, I'm going to assume Masuzu's fifth Earth Tower will stack on the first stack).

But screwing with Bonewall by that much margin (reduces Bone Wall's power to one charge AND scatter all the remaining charges on the perm slots)? That's too hard of a counter against Bonewall (since most decks that involves Bonewall that I'm aware of doesn't have much PC in it).

Now I think about it, this is an issue, but not for the reasons you said.
Hard counters are fine, Sactuary completely nullifies Discord, BH. Purify completely destroys poison.
But water can't have two hard counters to death in purify and this.
