That's... actually quite lovely. EQ counter without being cookie-cutter, and very nice synergy with nymph deck.
Your opponent would need a huge amount of pillars to lockdown their perm slots, I don't agree that this is a viable use for this card.
Well ... if you're shooting for permanent lockdown, you'll need to have all 21 (or is it 22?) permanent slots occupied.
The reason why permanent lockdown isn't that popular mainly revolves around the facts that some permanents stacks (notably pillars and pends), while creatures never stack (and for creatures, there's always Aflatoxin).
BTW, if a new permanent that stacks gets played, which stack it'll fit into? Say~
Turn 1:
Masuzu plays four Earth Towers (all in slot 1), end turn.
Chiwa plays four Water Towers, casts Deliquesce on Masuzu's Earth Tower stack, end turn.
Turn 2:
Masuzu plays an Elite Shrieker and another Earth Tower.
On which slot will Masuzu's fifth Earth Tower stacks into?
