Water Creature that causes fluctuations in the quanta production of stacks.
NOTES:
Tides causes a pillar or pendulum stack to cycle through producing 150%, 100%, 50%, 100% of its normal quanta.
If Tides targets a stack that is already fluctuating then it will reset the cycle at 150%.
All fractional quanta is rounded down.
SERIES:
I suspect this would be at its most optimum with a water mark.
Reset the Tides each turn.
Cost: Casting Cost +
/turn
Result: 50% increase in quanta produced per turn.

Now THIS looks interesting.
The fluctuation effect seems simple enough, but I bet a lot of our hardcore number-crunchers could probably see whether or not this could be useful in a water duo deck of some sort, even if the damage isn't as spectacular from the creature itself.
