someone needs to create a Ronald Reagan weapon card that destroys the Berlin wall but then destroys itself because it made a terrible but insignificant mistake.

Just a permanent. That way you can link multiple together and make a bigger wall!

Will the unupped cause a shutdown in the game if you draw it and don't have the quanta to play it?

There will be a shutdown but it's alright because the quanta budget will get figured out very quickly and with very few problems, for sure. At the very least you can just play The Wall later on your next game instead of now.
