Why does it gain burrow if it is underwater? It makes sense, but flooding is so rarely used, and this needs to be played as a sixth or above creature. Rare, since this looks like an early game creature. It's also way less useful than devourer since it drains random quanta, costs 3 quanta to play, and only steals if it has a successful attack.

Lol, you answered your own question.

flooding is so rarely used, and this needs to be played as a sixth or above creature. Rare, since this looks like an early game creature.
Why does this card need to have a useful ability to be balanced? I bet you also think that Scarabs should just have a different ability.

It's also way less useful than devourer since it drains random quanta, costs 3 quanta to play, and only steals if it has a successful attack.
By that logic, Devourer is way less useful than Obsidian Pillar because, although it also generates :darkness, it costs 2 quanta to play and only steals if the opponent has quanta.
In other words, the two cards have different niches. This card is better than Devourer when used with Nova or faced with Discord.

Why is this card "Other" instead of any other elements?

For the Flooding mechanic to work, it needs to be either Other or Water.
It's not a blue chest, and there's no sort of liquid anywhere in the picture, so I picked Other.

I argue that it fits, as any Elemental should be able to use a chest, although those that control the seas should also be able to hide the chest from others.
