Honestly, to me it seems to be too cheap. Time already has really cheap, OK but not great creatures (deja and fate egg). What Time really needs in a new creature is a low to mid-tier creature that fits in-between Fate Egg and GotP that has some survivability.
Jenkar: GotP/dragon existing seems kinda irrelephant. There is tons of synergy with Golden Nymph, Hourglass, Precog and SoR though. Could be quite OP when the opponent has no way to counter it (SoR it -->draw a bunch-->win). On the other hand I really like the idea of Time having some way to damage through shields.
