The chance is in the notes, but in case you didn't read - It's 5% for every point of damage dealt, up to 45%. SO it's essentially 10% on instant-cast, like Ice Bolt's chance to freeze. Only my percent has a limit.
As for the Upped and Unupped, my mentality was that it was better to have it healed, but maybe you're right. I'll consider changing that. It's all preference, whether or not you want instant damage on your side of the field at the cost of some HP, or whether you'd like to store it in hand to heal it. Plus, the cloning effect takes place after the damage effect, so if you kill it you can't clone it. I'll decide on it.
