Jep, it's a comma (dot) in there, so the upped card costs something between 13 and 14 quanta.
Originally I also intended to make the cost of the unupped version 9.001 Quanta, but that would be just wrong. Keeping it at 9001 would be just as wrong, as you'd never be able to pay it, resaulting in no Karma boost for Napalm.
